ACHP appoints Thomas Kornfield as Director of Policy and Communications

WASHINGTON, D.C.The Alliance of Community Health Plans (ACHP) announced July 30, 2007 the naming of Thomas Kornfield as its new Director of Policy and Communications.  In his new role, Tom fulfills a major leadership role at ACHP by assuring that ACHP’s policy and communications initiatives are effective, reflect our members’ strong performance, and promote a position of prominence for ACHP in the health care policy community.  He will report directly to Patricia Smith, ACHP’s President and CEO.

“Tom’s extensive experience in Medicare and on the Hill clearly gives him the ideal blend of program substance and legislative experience needed to lead ACHP’s pursuit of our policy agenda,” said Smith.   “He will make important contributions to support our mission in making health care better.” 

ACHP believes firmly that all Medicare Advantage health plans should collect and publicly report performance data, regardless of plan design, to encourage improvements in health care.  ACHP also supports creating incentives for plans and providers in Medicare to deliver high-quality care and demonstrate improvement.

“I look forward to working on these important issues with our membership,” said Kornfield. “I am eager to maintain what we have achieved thus far, and look forward to working closely with the membership to advance our policy agenda and to improve  health care.”


About Thomas B. Kornfield 

Tom comes to ACHP from the Senate Finance Committee Democratic Staff where he focused on Medicare and other health financing issues. Before his work with the Finance Committee, Tom worked in the Centers for Medicare and Medicaid Services (CMS) most recently in the Medicare Plan Payment Group in the Center for Beneficiary Choices, and before that in the Office of Research, Development and Information. He has also worked with Abt Associates, Mathmatica Policy Research and the Medicare Payment Advisory Commission. Tom is an expert on Medicare payment and risk adjustment. He has a Master of Public Policy degree from the University of Michigan School of Public Policy inAnn Arbor, and a BA fromHamiltonCollegeinClinton,New York.
