New, Cheaper Health Plans Aim to Avert Costly Procedures

  • A new type of insurance will be offered by five different insurers in Oregon that offers a free card for some illnesses and requires substantial fees for overused treatments. This redesign of health benefits is an effort by employers to control medical spending and is among the first policies to apply financial incentives from two different sides.
  • Workers that choose this health insurance option next year could see a decrease in their costs if they have one of six chronic conditions but they could also end up paying hundreds more if they choose certain costly procedures.
  • The plan is set up to encourage workers to choose high-value care with evidence-based treatments that are deemed successful.
  • Critics worry that the programs could actually not slow medical spending or save employers’ money as they intend to do.
