G.O.P. Senator Is Sworn In, and Democrats Regroup

  • President Obama and Congressional Democratic leaders are reviewing their agenda after losing the 60th vote in the Senate on Thursday, attempting to create more jobs and keep health care legislation alive.
  • Negotiators on the Senate Finance Committee say they are nearing an agreement on fundamental components of a jobs package, including payroll tax relief and extending existing tax breaks, such as incentives for research and development.
  • Democrats are also pushing to include an extension of unemployment benefits and of health care coverage for the unemployed, including a provision to prevent a steep cut in Medicare payment rates for doctors.
