Highmark, UPMC Health Plan Meet Medical-Loss Goals

Highmark Inc. has joined UPMC Health Plan in meeting the federal government’s medical loss ratio requirements, meaning the Pittsburgh health insurers will not have to issue rebates to policyholders. The 2010 health care overhaul included a profit-limiting provision that requires insurers to spend at least 80 percent of premium revenues on patient care and quality improvement instead of administration, overhead and profits. Because the insurers did not fall below the standard listed in the provision, both will avoid issuing rebates to enrollees.
