Alliance of Community Health Plans Applauds Legislation Aimed to Pay Promised Medicare Advantage Quality Incentives
Washington, D.C. (February 8, 2017) – The Alliance of Community Health Plans (ACHP) thanks Representative Mike Kelly (R-PA, 3rd) for reintroducing a critical piece of legislation, H.R. 908: The Medicare Advantage Quality Payment Relief Act, and for his continued leadership to address a glitch in the MA Benchmark Cap. Due to a flaw in the way four and five star Medicare Advantage plans receive quality bonuses, over two million seniors are missing out on increased services and/or reduced premiums.
“Securing the quality payments promised to the top Medicare Advantage performers is critically important to our members,” said Ceci Connolly, President and CEO of the Alliance of Community Health Plans. “Recognizing the $58M in quality incentive losses in his own state and millions more across the country, Rep. Kelly and his co-sponsors have authored a simple policy fix that would benefit seniors and reward health plans for delivering the highest quality care. By removing the quality incentive payments from the benchmark cap calculation, Medicare Advantage will better meet the needs of consumers and patients as our health plans put these dollars back to work serving beneficiaries.”
The proposed legislation, which has broad bipartisan support, would allow a more accurate comparison of benchmarks and retains the cap while restoring quality payments to 4- and 5-star plans.
“Congressman Kelly has been a champion on the issue of Medicare Advantage quality,” Connolly added. “We are thankful for his and all the co-sponsor’s leadership in recognizing that a threestar plan receiving the same quality payment as a five- star plan in the same county is contradictory to the health care quality goals Congress has set for Medicare Advantage.”
