Patricia Smith Named President and CEO of Alliance of Community Health Plans

WASHINGTON, D.C. The Alliance of Community Health Plans (ACHP) announced today the naming of Patricia Smith as its new president and CEO.  Following an extensive national search, Patricia Smith, a health policy expert and lobbyist who has specialized in Medicare and coordinated care, was selected as the next head of ACHP, a leadership organization comprising some of the highest quality health plans and provider organizations in the nation.  Smith will assume her new duties on December 18, 2006.

Ms. Smith has over 20 years of health care experience.  She comes to ACHP from America’s Health Insurance Plans (AHIP).  Prior to joining AHIP, she served as the Director of the Medicare Advantage Group at the Centers for Medicare and Medicaid Services (CMS) during the implementation of the new Part D prescription drug benefit.  She was Senior Vice President of ACHP from 2001-2004 and also worked for many years as the Director of AARP’s federal health care lobbying team.

“Patricia Smith brings a wealth of experience in health care leadership and quality improvement,” said Mary Brainerd, chair of ACHP’s search committee and president and CEO of HealthPartners.  “Her vision will help us fulfill our mission: to improve the health of the communities we serve and actively lead the transformation of health care so that it is safe, effective, patient-centered, timely, efficient and equitable.”

“ACHP members are among the premier health care organizations in the country. They are leaders in their communities and innovators in health care delivery and quality.  I am honored to have the opportunity to work with them and to lead ACHPin pursuing its vitally important mission,” Smith said.

Patricia Smith succeeds Jack C. Ebeler, who has led ACHP since 2001 and told the board in March 2006 that he planned to leave.  Ebeler is establishing a health care/health policy consulting practice.

“Jack has been a champion of improving health care quality, access and affordability throughout his career, and he continued this legacy atACHP,” said Eric Schultz, chairman ofACHP’s board of directors and president and CEO of Fallon Community Health Plan.  “We are excited for Patricia Smith to lead the next proud chapter ofACHP.”
