CMS published the proposed rule for Medicare Advantage and Part D benefits program for contract year 2013. The proposed rule includes changes to the program made by the ACA. States have been expanding CHIP coverage and are required to expand adult coverage to 133% of the federal poverty level in 2014; the ACA’s maintenance of eligibility provisions prohibit states from changing eligibility requirements or coverage until 2014 for adults and 2019 for children.
